BC guardrails and openings: receive the criteria and check changed locations
Temporary wooden guardrails differ between floors of a concrete tower. A shaft cover has no reliable construction record. The superintendent wants one received standard and inspection route, rather than asking each crew to copy whichever rail looks strongest.

Use Part 4’s actual guardrail and opening provisions with the connected task requirements. They address location, configuration, strength, temporary wooden construction, opening protection and necessary removal. Read the relevant subsections and exceptions: appearance alone cannot establish compliant construction, and an opening cover needs more than an informal label.
Turn the applicable criteria into a received site standard
- Identify the location and protection type. Record the floor, edge or opening, who can access it, the surrounding work and any change from the earlier arrangement. Distinguish a temporary construction rail, building guard and opening cover before selecting the reference. Obtain the responsible review for unusual locations or unclear application. One tower-wide photograph cannot establish that different edges and shafts have the same exposure, construction or protection needs.
- Receive the actual design and construction criteria. Have the appropriate people identify the applicable dimensions, loading, materials, connections and any engineering requirements from the current text and chosen system. Record the exact references in the site standard rather than copying remembered lumber sizes. Keep a supplier’s instructions and project-specific design connected where relevant. The receiving crew needs usable criteria; a generic note saying “to WorkSafeBC” cannot explain an unresolved connection or unsupported substitute material.
- Check the installed arrangement through its proper route. Record the location, received standard, observed construction and any missing evidence. Have strength or design questions addressed by the appropriate qualified person; do not use an improvised push test as an engineering acceptance. Establish the inspection and maintenance arrangement around actual risk and changes. Keep faults connected to their necessary response rather than closing them because a photograph now shows a rail in place.
- Control changes and restore the protection. Before proposed removal or opening access, identify the exact affected scope and receive the suitable protection and supervision arrangement under the applicable provisions. Keep continuing work, unattended conditions and reinstatement in the handover. Check the actual restored construction afterwards. A scheduled delivery or a worker’s promise to stay back does not by itself settle the required protection while the original arrangement is absent.
Common mistakes
- Copying a rail because it looks substantial.
- Leaving material or connection questions behind a generic compliance note.
- Using an informal push test as design acceptance.
- Losing the reinstatement responsibility at a shift change.
Checklist
The location record connects
- Actual edge or opening and accessible work.
- Applicable provisions, exceptions and chosen protection.
- Received construction criteria and qualified decisions.
- Installed condition, required checks and unresolved findings.
- Changes, continuing protection and checked reinstatement.
Check your understanding
The cover looks heavy and now has a warning label. Does that establish it is suitable for the opening?
