Utility-strike planning: owner responses, current information and excavation release
The sewer crew has public locate marks and a booking for the excavator. A property representative mentions a private water service that is absent from the supplied record. The foreman needs the service question resolved within the actual excavation plan; the booking and ticket number do not establish that all underground information is complete.

Treat utility information as an input to the responsible excavation release. In BC, WorkSafeBC section 20.79 requires accurate determination of underground services and control of worker danger before excavation or drilling with powered tools or equipment; work near services must meet utility-owner requirements. This lesson organizes the information and decisions. It does not supply excavation methods, clearance distances or a universal hand-dig zone.
Complete the owner responses and close the unknowns
- Define the actual work area and scope. Match the request, drawings and site activity, including later extensions or changed locations. Identify the relevant utility, property and infrastructure owners. BC 1 Call's guidance includes contacting owners outside its membership. A one-call response does not by itself establish coverage of every private or unrecorded service.
- Check each response's applicability and limits. Collect the actual instructions, information, conditions and required agreements. Record the responding owner, covered area, dates and unresolved items. BC 1 Call explains that facility owners determine their response's validity; the job end date does not extend it. Confirm current applicable information rather than applying one generic ticket lifespan.
- Obtain the required verification and reviewed controls. Have the responsible roles resolve service positions, unknowns and the applicable safe arrangements using owner requirements and governing rules. Protect the information and marks as required. Address overhead interfaces separately where relevant. Do not substitute a photographed mark, an assumed abandoned line or an improvised probing method for actual verification.
- Receive the release and preserve the stop response. Name who confirms the excavation prerequisites and communicates the actual permitted scope to the crew. Keep unanswered services visible and prevent affected work proceeding through an assumed clearance. If conditions or information differ, stop the affected activity through the site's response arrangements and obtain the necessary owner and qualified review before resuming.
